Apart from that, I suggest you to try Georgia or Azerbaijan, countries that surely will meet those five qualities. I don't know why you are so eager to travel to central Asia, my dad travels there a lot for business and he says it's ok, people are friendly etc. But as a touristic destination, I wouldn't be so enthusiastic about it.
